Lifton Protests Secret Hydrofracking Health Analysis

Albany, NY- Assemblywoman Barbara Lifton (D/WF-125) delivered a letter to Governor Cuomo, signed by 65 legislators, to 'express grave concerns about the total lack of public participation' for the Department of Health’s review of New York’s 'health impact analysis' of Marcellus Shale gas extraction.

“To date, no member of the Legislature or the public has seen DEC’s ‘health impact analysis’ or any information regarding the intent of the DOH Review or how it is being conducted,” she said in her letter.

State law and regulation makes clear the directive to "solicit comment" for proposals "that may significantly affect the quality of the environment," and specifically includes "human heath" within the definition of "environment."

The letter calls for immediate written public notice regarding the intent and scope of the DOH review, release of the DEC’s ‘health impact analysis’ for public review, at least one public hearing with the Department of Health, and a minimum 30 days public review and comment on the proposed DOH review.

"We have seen the disastrous consequences of hydrofracking in other states, with tainted water supplies and whole towns and regions blighted. If we rush into this, we risk the same," said Sen. Liz Krueger (D-Manhattan). "Prudence demands we thoroughly and publicly assess every risk to safety, public health, and our vital upstate agricultural industry. The process so far hasn't come close to measuring up."

“The Legislature and the public at-large must have complete faith in the integrity of this crucial proceeding... it is equally important that the scope of their work be adequate to meet the public health protection needs of New Yorkers… we urge great caution in this crucial matter for the sake of the health of all New Yorkers,” Lifton concluded.
